Russell Bean designed Billabong for Type Associates, drawing on hand-lettered script headings of the 1940s and 1950s. The publisher connects that reference with enduring signage traditions. The family’s own history should be kept distinct from claims about any later company’s logo.

Type Associates lists a four-font family with upper and lowercase and discretionary ligatures. Tight spacing is part of its script texture, while selectable strokes, ornaments and flourishes can alter the finish. Check those choices in the original specimen and user guide.
